The Idaho Supreme Court has amended Idaho Criminal Rule 4 to allow an application for an arrest warrant by telephone or other electronic means similar to the process set out in I.C.R. 41 for search warrants.  The rule was effective immediately when signed on August 23, 2019, so the rule has already been updated and can be found on the Court’s website at https://isc.idaho.gov/icr4.
