2026 Contested Judicial Election Survey Results

The Idaho State Bar (ISB) recently conducted a survey of Idaho attorneys and judges on the qualifications of candidates for the contested judicial elections in the 1st, 4th, 6th, and 7th judicial districts. There were nine candidates evaluated in the survey from Ada, Caribou, Madison, and Shoshone Counties. The candidates are Benjamin J. Allen*, Steven W. Boyce, Cody L. Brower, Lisa M. Chesebro, David J. Morse, Randy Neal, Jeffrey Street, Jr., Aaron N. Thompson, and Greg Woodard.

ISB does not interpret or express any opinion about the attached results and makes no endorsements. Of the 7,240 Idaho attorneys and judges sent the anonymous survey, 873 responded between April 15 and April 27, 2026. Attorneys and judges were asked to rate a candidate only if they have personal and/or professional experience with the candidate. Participants could only take the survey once.

This survey was developed pursuant to ISB Resolution 03-1 (2003) by the Committee on Judicial Integrity and Judicial Independence and has been used for most contested judicial elections since 2006.

The survey asks respondents to evaluate candidates using a four-point scale across four areas: (1) Integrity and Independence; (2) Knowledge and Understanding of the Law; (3) Judicial Temperament and Demeanor; and (4) Legal Ability and Experience.
